Abstract: 

The Management Plan describes the organization, mission and authority of the Mississippi Headwaters Board, an eight-county joint powers board, established by Minnesota Statutes in 1980 to protect the natural, cultural, scenic, scientific and recreational values of the first 400 miles of the Mississippi River. The Plan includes a copy of the Model Ordinance adopted by all eight member counties and a set of maps outlining the Board's corridor jurisdiction.
